Which browser, version and OS ?
Does 'it' flash on all pages ? If not, try to find something in common with them.
It doesn't happen on http://commons.wikimedia.org/w/index.php?title=Special:Undelete&target=File%3AIlaiyaraaja-01.jpg for me in Safari 5.
Safari reported a parse error on the Line

Source looked fine to me. It was if somehow the <script> starting tag couldn't be parsed.
If and when you see it again, please save the html source between <!-- /footer --> and <!-- /fixalpha --> (ie. all bottom load related stuff by ResourceLoader) somewhere and post it here.
