Allow separate "Right" for creating one's own user page and its subpages

Description

On English Wikipedia, every so often, we start discussing the possibility of restricting creation of new articles to autoconfirmed users. This keeps failing since he same user right which allows creation of articles (createpage) is also necessary to create one's own userspace pages. I propose a new user right (called something like createuser), allowing one to create the account's own user page and its subpages.

Use case is void - T192455: Permanently implement autoconfirmed-account-requirement for new article creation on en.wiki resulted in createpagemainns being used to restrict creation in the main namespace, with createpage being used to restrict creation of (non-talk) pages in other namespaces.
