It would be an interesting exercise to devise such a list by mining search queries from Google Scholar, which return the number of citations for each result.
We could grow our own list organically by sending out a brief survey (which could also serve as a subtle announcement/advertisement for AcaWiki).
We could also rely on a list of most-cited authors, which is a little easier to come by.
