We're trying to make an experiment in Wikipedia exporting and importing some Templates from en:wp to eu:wp. We don't have problem for getting the xml from en:wp but Special:Import is not available on eu:wp

You would need to have the "importupload" permissions to be able to import from
a file. It is available in the "Importer" user group, if your wiki has one.
Alternatively, if you just want to import from enwiki to euwiki, you can ask for enwiki to be configured as a transwiki import source on euwiki.

The system administrators would need to set $wgAddGroups to allow bureaucrats to add importers.

Changed the summary, but it's not a good idea (you can easily destroy the wiki) and it's easier to ask on [[m:SRP]]; I'm closing this bug, reopen it if you want linking local discussion.
If you think you'll import more frequently and you want to manage the thing locally, reopen bug 29298 (that's the usual way).
