A friend writes:

"One thing that I do wish [the 1.17.0rc1 installer] did was make some comment on the necessary permissions of LocalSettings.php.

For example, I built this on a standard Ubuntu 10.4 AMI. When I uploaded my LocalSettings.php and placed it in the /var/www/wiki directory, I left it as the user 'root' with permissions only for that user. When I then visited '/wiki', I received nothing more than a blank page. If there were some way to throw an error then and say 'We could not read your LocalSettings.php - please ensure that www-data has read rights', it would've saved a couple minutes of troubleshooting."

I can't tell whether this is the same as bug 8781 or not.
