categories on redirect pages don't appear on stable version

Description:
The bug title says all: When you look at a redirect page (see example URL) beeing logged out, you'll miss the categories (Bug 1476). They're only shown for users.
The behavior is skinindependent and can be reproduced.

It is a problem with FlaggedRevs:

works for the unstable version: http://de.wikipedia.org/w/index.php?title=Georg_Heinrich_Crola&redirect=no&stable=0

broken for the stable version:
http://de.wikipedia.org/w/index.php?title=Georg_Heinrich_Crola&redirect=no&stable=1

Anon get always the stable version and so it is broken for anon. Loggedin user can choose this in the preferences.

Fixed in r91584. Not live.
