It should be possible to upload XML files of MediaWiki dumps to Incubator and/or Commons.
It is needed because some Incubator wikis are exported and deleted, but users should be able to download those deleted pages.
At Incubator, upload is restricted to bureaucrats, so there wouldn't be a big security issue, but Brion said it's better to validate the XML file anyway.

As a note -- we may want to test to confirm that it lets you upload arbitrary XML files when configured this way. :) Our file type checkers are sometimes a bit.... overzealous.
Also might want to compress em, which adds another element to test for (gzip or bzip2 format, additional extension).
Perhaps uploading xml can be enabled on Incubator, without the file type validation? Only bureaucrats are allowed to upload on Incubator, so it wouldn't cause security problems. Then we can leave this bug open to implement the file type validation later on.
