Special:FundraiserStatistics should display selected years and localizable by timezone

Description

Special:FundraisingStatistics currently only displays fundraising stats for an explicitly defined list of years. This should be made dynamic. Similarly, in the UI, the user should be able to select which years are displayed.

Also, the graph is currently displayed using UTC as the timezone. We should make the timezone that is displayed configurable in the UI.

Some work has already been done by Kaldari on this, but it is incomplete (see r80954)

There's a chance that this functionality is complete in trunk - please test!

The functionality that is in trunk is a bit wonky and vulnerable to cache stampeding as well as trivial cache pollution.

I don't see any 2013 data in Special:FundraisingStatistics, is the reporting on wiki deprecated/superseded?

[[mw:Extension:ContributionReporting]] has not been maintained for a while and has been superseded in Wikimedia Foundation by http://frdata.wikimedia.org/

It is currently unlikely that there will be any further active development of ContributionReporting.
Closing this report as WONTFIX to reflect reality.
Please feel free to reopen this report in the future if anyone takes the responsibility for active development of ContributionReporting again.
