The "mobile view" link should not be added to the footer for software functions that don't have a mobile view implementation yet. We can keep the functionality for debugging purposes, but we should just not add the link to the footer unless we know the functionality works reasonably well in mobile. For now, it may be easiest to just not add it to Special: pages.
