Description:
This page should now be located at
http://en.wikipedia.org/wiki/User:Eequor/%CE%B1 (which does not exist).
However, attempting to move this page to its correct location results in the
mistaken error "Source and destination titles are the same"; attempting to move
it to any other location results in the error "This action cannot be performed
on this page."

HTML character reference entities should be forbidden from titles in the same was as URL-style percent codes. I thought there was another bug entry on this subject floating around but can't find it at the moment...

A title cleanup run for existing titles will need to be run after this fix (see notes on bug 11849 and bug 12436).

Fix applied to fully forbid such broken pages in r28968. Will run cleanupTitles on Wikimedia sites...
