Please, create and enable a new userrights group "filemover" (russian "Переименовывающий файлы"), in which include rights to "movefile" and "suppressredirect" in Russian Wikipedia. The new group can be awarded and removed by sysops.

- You are not give right remove the flag by sysops -
[[ru:Special:ListGroupRights]].
- Patrolled (sighted with FladggedRevs) files become unpatrolled after
renaming.
First one is done
Second is presumably a FR bug, not a shell issue
