When showing page average ratings, the dot is used for decimal values regardless of the wiki language. For example, a rating of 4.7 should show 4,7 in Portuguese as does {{formatnum:4.7}}.

The number is generated in JS so we don't have {{formatnum:}} there. We do have the decimal separator transform table variable thingy there, so implementing this shouldn't be too hard to do.

Fixed in r98110 and r98111 for pt, pt-br and nl languages.
