Do you mean it's currently on [[meta:Special:GlobalBlock]] at the moment, or it's still on a trunk copy of MediaWiki? If the former, it's just because r99879 hasn't been synced yet.

I opened bug as problem in Wikimedia projects, so of course I mean [[meta:Special:GlobalBlock]].
