Editing a template doesn't cause pages transcluding redirects to be added to job queue

Description

Recently, at [[en:Wikipedia:Stub_types_for_deletion/Log/2011/August/18#Rail_-.3E_Rail_transport]], we renamed a bunch of templates and categories which the templates feed into. Practicly, we renamed the templates first (so pages transcluding them now transcluded redirects, not the actual template), and then retargeted them to feed into the new categories. However, the articles remained in the old category, as opposed to being transfered into the new category. A null edit (or a real edit) to such an article would move that article into the new category, as would any edit to the redirect which would actually show up in the redirect's history.

04:45, 28 September 2011 (UTC) was when [[en:Template:US-rail-transport-stub]] was targeted away from [[en:Category:United States rail stubs]]; at 17:13, 5 October 2011 (UTC), 529 of the 732 transclusions of [[en:Template:US-rail-stub]] were still in this category. Considering that I null-edited several, and a few were edited for other reasons, and possiby there were other null edits, and over a week passed, this is definitely a lot - and it all went away quickly when I did a minor edit to [[en:Template:US-rail-stub]].
