TOC is missing on Special:EditWatchlist

Description

With bug 16635 a TOC was added to Special:EditWatchlist, but it is now missing. Please readd the TOC. It is necessary, when you have many pages on your watchlist and you want navigate to a namespace.

Agreed. Useful when you have 2,518 pages on your watchlist :)
