Enable preference to send notification emails for watchlists on the WMUK wiki

Description

Hello,

Please could the preference option for sending notification emails when pages on a user's watchlist are changed, be enabled on the WMUK wiki (http://uk.wikimedia.org)? On-wiki discussion is at:

http://uk.wikimedia.org/wiki/Water_cooler#Email_watchlist_notification

and I think the changes needed are analogous to those set out in this resolved bug:
