Submitting a bug with only a summary and no description doesn't trigger the wikibugs-l email

Description

When submitting a bug with only a title and no description, BZ doesn't send a bug to wikibugs-l.

Not sure if this is due to BZ design or something we have done.

wikibugs-l is just added as a "global watcher"--basically, an invisible CC on any bug. We haven't done anything out of the ordinary there. Sounds like +upstream to me.

Hmm? What bug do you mean? I seem to be getting all emails from wikibugs-l, including the test bug 31789.

Did you get the NEW bug, or just the follow up from it being touched?

From the docs:

globalwatcher

This allows you to define specific users who will receive notification each
time a new bug in entered, or when an existing bug changes, according to the
normal groupset permissions. It may be useful for sending notifications to a
mailing-list, for instance

I couldn't find anything about this in the upstream bugzilla, though.

Maybe file it there?

Also, this bug has not been touched in at least six months. With this in mind, I've been asked by the bugmeister to bump this bug's priority down from "High". Concerns can be addressed to mah@everybody.org.

Still happens, tested in bug 49595. This is a downstream issue, but the only customization that vaguely comes to my mind is https://gerrit.wikimedia.org/r/#/c/56879/ here.
