There are consensus on Wikipedia:Tinget at Norwegian (bokmål) Wikipedia that we want the role "account creators", and that bureaucrats should be able to grant and remove the role as necessary. It will be used primarily for users running courses about Wikipedia, and then as a work around for the account creation throttle.

We assume the set up would be similar to whats done at the English Wikipedia.

There are several courses at various places in the near future so it would be very much appreciated if it is possible to fix this rather soon.
