Per bug #29003 pl.wikipedia should have local time zone set to Europe/Warsaw.

However when viewing a diff page (a link is provided in the URL field)

logged in user with a time zone preference explicitly set to Europe/Warsaw can see 'Wersja z 01:37, 29 paź 2011'
anonymous user can see 'Wersja z 00:37, 29 paź 2011', which is incorrect

I believe this is the same root problem as bug 19516 -- the default timezones are getting set as a default offset based on *current* timezone, so if you look at something from the other side of the daylight saving time / summer time boundary it'll be an hour off.

Moved common core issue to bug 32297.
