Note that in order to be able to write good responses, one typically has to 1) check the user's contribs (and diffs), 2) add links to specific relevant help pages, processes, etc. So this isn't quite at the level of a micro-contribution like tagging images; it does require a fair amount of navigating around, typing, etc.
An easy way to get our feet wet with mobile mood bar would be to use it as a general purpose feedback mechanism for mobile beta users. Thoughts here http://lists.wikimedia.org/pipermail/mobile-l/2011-November/005199.html . We'd tackle the user giving us input portion and would be better setup for triage after.
This is now almost a year old and no conversation has happened for 10 months. The bug does not seem actionable at all.
Work on ResourceLoader by Brion means that it should be trivial for people to add things to MobileFrontend such as a Mood bar if needed.
