Add a special page making the available mediawiki-provided tracking categories accessible

Description

It appears that no place exists where system provided tracking categories are listed.

Knowledge about and documentation of these tracking categories is sparse (see e.g. discussion at end of Bug 23816). A central point of access to system provided categories would be beneficial. This applies less to the major Wikipedias, but to Wikis with a smaller community both within and outside of WMF.

Something like Special:SystemTrackingCategories or Special:AutomaticTrackingCategories would be desirable.

Or rather a tracking category for tracking categories. :-p
Babel extension automatically creates its categories, perhaps this can be done with tracking categories as well, adding some default category.

If we did this, we would probably also want to add HIDDENCAT to such categories.

I personally don't like the idea of auto-creating categories (or just automatic editing in general).

Other possibilities include:
*Create the categories with some default text during install (and possibly update.php)
*Magically make some default text appear if page doesn't exist (icky)
