ArticleFeedback's "Submit ratings" button doesn't disable properly after ratings are trashed

Description:
Error highlighted in RED

  1. Go to the "Rate this page" option at the bottom of the wiki page.
  2. In the section, the acknowlegement checkbox is not enabled as there is no rating selected for this section.
  3. Choose 2 stars for the "Trustworthy" option , note that the acknowlegement checkbox is enabled as expected.
  4. Delete the rating using "Remove this rating" button on the side of the "Trustworthy" rating option, Note that the acknowlegement checkbox is still enabled eventhough there is no rating selected. This is incorrect, As when no rating is selected the checkbox should be in disabled state.
