I tried to fix the makefile and have the result attached.
It still has problems that I must make allsimpphrases.t manually and then execute make command. I'm not sure why the parts inside 'allsimpphrases.t' always return error 1 and quit the make process.

Forgot to mention, the file was located at includes/zhtable/MakeFile.
Makefile is not used AFAIK. Use Makefile.py instead.
