This behavior was requested by Prabhakar Sarma Neog from aswiki based on Bug 31371.
Pllease read that bug report and let us know what needs to be done.

wgTranslateNumerals is false for aswiki as you can see from http://noc.wikimedia.org/conf/highlight.php?file=InitialiseSettings.php

Please take it back. Because it creates problems in calender, mathematical calculations and geographical calculation. We have already tried it once. I am worried that the templates, maps etc. might get deformed.

How is it implemented in the Bengali Wikipedia? Look at the following, for instance:
http://bn.wikipedia.org/wiki/Special:RecentChanges
http://bn.wikipedia.org/wiki/শামসুল_হক_(রাজনীতিবিদ)

The solution to the problem, suggested in bug 31371 is obviously inadequate, because the solution has been implemented in the Bengali Wikipedia. I am reopening the bug. If some templates, etc are incorrectly implemented, they should be corrected.

See bug 34193. That feature would have to be implemented for this bug to be fixed.

It's a very complicated cultural problem, so let's agree to disagree and to move on. Sincerely.

Since this bug requests support for Assamese numerals in Assamese Wikipedia, it is not a duplicate of bug 31371 which asked for turning off numeral translation. The feature requested here currently does not exist in Mediawiki, and therefore this bug is a duplicate of bug 34193.

Now "$wgTranslateNumerals = false;" for fix this https://bugzilla.wikimedia.org/show_bug.cgi?id=31371 thid bug, so now it is shown all english numeric number, I had submitted this for all, https://bugzilla.wikimedia.org/show_bug.cgi?id=30864 , it resoled that time. I don't understand why this bug is needed?

bug 30864 was for assamese numbers in numbered lists (look at bug 5942). bug 31371 removed number translation, which broke other things---one of which is that the contents list (at the top of wikipedia articles) became numbered in Latin (look at the top post and follow links), though we continue to see assamese numbers in numbered lists. The top post points out all the other instances where we get Latin numbers, and where we would like to see assamese numbers.

Ok! Then we have to wait for fix Bug 19412 & Bug 34193 to resolve all issue related to time calculation in all templates.
