Add ability to retrieve maximum upload size from MediaWiki API

Description

https://commons.wikimedia.org/wiki/Special:Upload tells the user "Maximum file size: 100 MB". It'd be nice if the MediaWiki API could return this info (maybe under meta=siteinfo?). It doesn't appear to be capable of doing so right now.
