Please enable

and create a patroller group which can be managed by sysops.
(this is the standard implementation on all other wikisources afaik..;-)

The autopatroller rights in sanskrit Wikisource is enabled now, however, the right to provide the autopatroller rights to users is still under the control of the stewards. The Sanskrit Wikisource currently boasts of an administrator and hence I have reopened this Bug to request rights for the local administrator, for providing the autopatroller rights to registered users.

The link was present in the earlier comments for enabling the auto patroller rights. I find this will be enough for providing the sysop the rights to give to other users.
