This is only possible for revisions which are not older than $wgRCMaxAge, because the new flag is not stored for old revisions like for versions in recentchanges.

Per comment 2, this actually was possible, using rev_parent_id=0. I was not aware of this bug when I filed the patch, but I think I added exactly what was requested. :-)
