Fix and publish our Debian package for TestSwarm

Description

If not already we need to make it so that it isn't WMF-specific and is usable by third parties (any hardcoded paths should probably be made variable with a user input during installation with a good default).

And then publish it somehow so that others can use it.

Ideally you'd get it upstreamed to Debian...

I am pretty sure I made it to be WMF agnostic. If not, let list any possible issue and fix the Debian rules :-]
