This message does exist. I'm almost certain it's a local issue. Wiki admin needs to rebuild localisation cache.

I have no idea yet how to run the maintenance scripts on all databases :-D

I have rebuild the localization cache using:
mwscript rebuildLocalisationCache.php --wiki=aawiki
