Remove the "upload" and "reupload"-rights from the group of autoconfirmed and confirmed users.

Instead: Install these rights to the group of autopatrolled users.

Submitted patch https://gerrit.wikimedia.org/r/#/c/11837/. Requires deployment to the live site by the operations team before I can mark this bug as fixed.
