add pagequality class in links to Page namespace

Description

Please add a CSS class, on every link to Page namespace from every namespace.

The name of this class must contain the proofread quality of the page, and must be different from every other CSS class name already in use, to ensure backward compatibility.

My suggestion is class="pagequality[0-5]", but feel free to suggest a better name.

The aim is to permit to assign a CSS style to the links on a per-user basis or per-subdomain basis.

N.B.: bug 35634 is related but not quite the same thing, because it regarded a modification of a CSS class *already in use*, and thus it was considered a regression instead of an enhancement.
