Uninstall CongressLookup extension from Wikimedia wikis

Description

According to https://en.wikipedia.org/wiki/Special:Version, the CongressLookup extension (https://www.mediawiki.org/wiki/Extension:CongressLookup) is currently installed. It's no longer needed, as far as I know, and can safely be uninstalled. God willing it won't ever be needed again.

Change has been successfully merged into the git repository and then deployed.

The extension is now removed, according https://en.wikipedia.org/wiki/Special:Version
