Public IP not acccessible from labs instance

Description

Public IP 208.80.153.239 is not reachable from https://labsconsole.wikimedia.org/wiki/Nova_Resource:I-00000225

Ping, http etc don't work. Security groups are set to allow this. Other external IPs are accessible.

The Public IP is accessible from the outside, though.

The same is true from our other instance https://labsconsole.wikimedia.org/wiki/Nova_Resource:I-00000259

This is a known issue due to NAT. Instances can't ping their own public IP. In general, inside of labs you should always use private IPs and not public IPs.
