Looking at that thread, I'm not convinced it was a vote to change the upload link.
I only see ৱিকিপিডিয়া:আপল’ড mentioned in the last message by you. Are you sure there's consensus for the change?

I'm not sure this change is possible without modifications to MW core.

It is possible. It's just changing $wgUploadNavigationUrl in InitialiseSettings.php We only need to clear out the right url and that there is consensus to do that.
