If I use UploadWizzard with "de-at" (austrian german) as language I get the english descriptions, but there should be a fallback to de. There are some other needed fallbacks, full list should be there:

There shouldn't need to be anything specific done for this. It should follow the usual fallback chains in the core language files..

What is your language preference set to? And where exactly are you seeing this? Please include a screenshot
