What are you wanting doing? A creation of a "stub" account in it's place so no one else can register an account? Just in case it might be used for "bad purposes"? (though, I have seen some 'crats do that on some wikis)

What if someone validly wants to use that username? They then have to request a usurp?

Appearantly this was already reported as Bug 15181. Why should any other user want to register under the former user name of the renamed user? All signed talk enpage discussions would be contributed to the wrong user since signbatures in ddiscussions don't get modified.
