We want to do a pilot with Gouda (http://nl.wikipedia.org/wiki/Lijst_van_gemeentelijke_monumenten_in_Gouda) for municipality monuments. Idea is that more municalities follow. The templates are currently also used for "Groningen" but that one is not up to the final/working structure yet, and not needed during september WLM

commons template = http://commons.wikimedia.org/wiki/Template:GM_Gouda for Gouda (the only city in WLM 2012) a system for all municipalities should be developed (after WLM 2012?) corresponding category = http://commons.wikimedia.org/wiki/Category:Gemeentelijke_monumenten_in_Gouda

Committed the update to monuments_config.py and fill_table_monuments_all.sql . Just have to test it.

Changed the system and it's in full use
