VisualEditor: Pre-annotations don't work if at first character of a blank line (paragraph or list item)

Description

Go to a blank paragraph. Press Ctrl-B or the Bold button; the button depresses, but if you type the text comes out unannotated.

This does not occur when the caret is at any point in the paragraph or list item which has any content in it, only when it is blank.
