Language links in sidebar on repo

Description

Sannita (on IRC) suggests we put the language links back in the sidebar on the repo.

We still can keep the language selector, but links in the sidebar would help indicate which labels have been translated and allow users to pick languages that way, as they are used to on Wikipedia and other wikis.

There are two different things in this bug:

  • displaying which languages already have labels and descriptions for a given item
  • switch the language in a way that is more consistent with Wikipedia

These two things should not be mixed.
