wbcreateclaim could/should subclass from ApiModifyEntity

Description

The module wbcreateclaim modify an existing entity and as such could/should subclass from ApiModifyEntity. That would imply some changes and additional functionality. For example would it be possible to use a sitelink instead of "entity".

We are undecided if this is a good idea in the first place. Decision is for now to wait to see how the two modules are being used and how much code is indeed saved by a subclassing.
