Description:
Please enable import feature for the sysops of Hindi Wikipedia. We have to copy many templates from other Wikipedia projects and this feature will enable us to preserve complete edit history.

I didn't know that community approval is required for this. I've posted a

According the configuration files, it seems clear the import practice is now allowed and has been so sometime between 2010 or 2011, with a strong a preference for transwiki rights instead XML import.

The lack of consensus noted in the patch by Hydra to determine the import sources isn't really an obstacle, as there are no straightforward drawbacks to allow a particular source in the import and the hi. community has had more than one month to review the bug and comment the choice.

There is so no obstacle to defer such request anymore.

This is not a valid use case, you only have to link the source page in edit summary, see https://meta.wikimedia.org/wiki/Terms_of_use#7._Licensing_of_Content (c) and [[m:Importer]].

How much time does this process take? It's been more than three months.

It depends on bug summary and consensus being unclear: I've clarified the summary now.
You should verify with the community if you agree that you really need this.

The discussion was based on a false premise (attribution requirement by history import) and you didn't even know what you were going to ask (importupload or transwiki import), as shown by comment 0 (and Google Translation doesn't disagree, let me know if it's wrong).
So no, it's not clear at all that hi.wiki has a consensus on what you're asking here, and I suggest you to rediscuss the matter with complete information so that every doubt is cleared, if you want to speed things up. Of course this is just my suggestion. :)
