This a follow-up to bug 41615. For certain deleted files, they cannot be previewed in Special:Undelete, but if they are actually restored, they become visible again. Deleting them again does not make the problem reappear. TL;DR: Merely viewing deleted files requires undeleting them.

Yes, newly deleted files are affected. As an example,

doesn't work. The link to the file,
gives an error message.
