Make status UNCONFIRMED by default

Hallo!

It would be probably a good idea to add a CONFIRMED resolution to MediaZilla.
The bug would still be open and show in relevant searches.

This comes up with an "Advanced Search" form where the only options selected
are "Product: Bugzilla" and "where one or more of the following changed: [Bug
creation]". "Status: UNCONFIRMED" is on the form but not selected.

As an update to this:

This is not possible right now per: https://wiki.mozilla.org/Bugzilla:FAQ:Administrative_Questions#How_do_I_make_it_so_that_bugs_can_have_an_UNCONFIRMED_status.3F as the UNCONFIRMED status is currently tied to the votes system. We don't use votes here for anything useful, so I don't think we should enable the voting just to get UNCONFIRMED available to us.

There's an open bug at https://bugzilla.mozilla.org/show_bug.cgi?id=162060 requesting UNCONFIRMED to be decoupled from the voting system. Marking this as LATER and adding +upstream keyword, as there's nothing we can do here right now.

IRC cabal doesn't see the point.

We now have UNCONFIRMED and bug reports from untrusted bug reporters (e.g., newly registered accounts) default to this status, as I understand it.

Which means the bug is FIXED :-D
