Siebrands wants to have it list=messagegroups. Need to add param like listformat=flat|nested

Need to add param like listformat=flat|nested

Not only that, but also a way to only return top message groups (as in Special:LanguageStats).

You can get top level groups by looping over the list and ignoring all nested groups.
