CentralAuth doesn't see a local account: user unable to merge accounts from home wiki or to merge local to global account

"The home wiki for this account has a different password"

See URL: global account GMM doesn't exist, but ru.wikivoyage user GMM is asked for pt.wiki's GMM password to continue to global account creation.

AFAIK this shouldn't happen, I don't know what's going on exactly: Platonides, could the creation of the new local account by database fiat have had weird interactions with the change you made to forbid new local accounts conflicting with local accounts elsewhere?

Reducing priority as I've been able to create the global account with a workaround.
The ru.wikivoyage account is still no seen by CentralAuth, so it's impossible for the user to use Special:MergeAccounts from ru.voy or to merge the account from other wikis where the local account is attached to the global.

As the issue for this particular user has been resolved we can't do any database lookups for this anymore. Is this still an issue for someone? If not, I'd rather close this as this seems like a migration hiccup only affecting few users (maybe only the one mentioned).
