Implement foreign DB access for the items per site table on the repo, to eliminate need for the wbc_items_per_site table on the client.

We still will want some configuration and an option to use local cache tables for external clients, but the polling mechanism doesn't work yet for external clients either. I think that can be another bug request and be done later.
