Prevent users from submitting blank feedback

I can't really think of any reason blank feedback should be allowed. A simple message telling them it wasn't submitted would be nice.

Currently you can set up an abusefilter rule to disallow where new_wikitext=="", however this should really be done in the extension itself.

I just found [[Special:AbuseFilter/458]] which seems to continually be automatically disabled for going over the 10% action limit, so I think a fix in the extension itself is needed.

Allowing blank feedback is intentional (the Yes/No vote is still registered). The goal of AFT is not limited to soliciting feedback, but also displaying a call-to-action (e.g. inviting users to sign up and contribute more) after having completed the feedback.
We'll soon even add an additional "post without comment" button which will probably increase the empty posts (and decrease the gibberish)

Most filters (like "Most relevant" and "All comments") will not display blank feedback though. Maybe we should re-think if it could make sense to not display them for any filter?
