Legoktm: I don't think wrapping then in a "query" block is a standard, as there's other extensions that do it similarly to AFT.
That said, keeping it consistent and also wrapping in a query block doesn't hurt either, I guess; patchset at https://gerrit.wikimedia.org/r/#/c/39038/

Reason:
AFT is unmaintained, these patches are not going to get reviewed
All development work on AbuseFilter v.5 (and indeed, previous versions) is halted. The project is archived, so having open tasks is inappropriate. Consequently, I'm closing all tasks.
