#content_0 missing on small pages

Description

Certain pages e.g. http://en.m.wikipedia.org/wiki/Daomu?mobileaction=beta do not have the #content_0 element but do have the #section_0 element

Might be related to tables and suggest a problem in the MobileFormatter?

This particular example has magically fixed itself and not sure how to replicate/haven't seen elsewhere so closing

This is not fixed. For example:

Fixing bug 48551 should make this go away.

There are 2 FIXME's in mf-photo.js to work around this which is in stable.

If we fix bug 48551 which will allow us to determine how sections are rendering in the skin itself this should be easy.
