We discussed this in a team meeting and decided we want both links: the first one is just a courtesy, but the second one is most needed at the end of the list.

I don't think this makes sense. The text is either a header (in which case it shouldn't link elsewhere) or it's a link to somewhere else (in which case it is completely redundant). As it is now, I have no idea what it's relationship to the rest of the overlay content is. It is quite confusing, IMO.
